Dr Isaacs is from the 11Whadjuk” Bibbilmum, Wardandi, – Noongar , Language Group of the Perth and South West region and lives in the Perth Metropolitan area.


Dr Isaacs is the Executive Manager of Keystart Social Lending Shared Equity loans schemes for the Department of Housing. In recognition of his service to the community he has been the recipient of numerous awards, he recently received and was awarded in the Queen’s Birthday Honours list 2016 the Order of Australia Medal the AM for significant service to the Aboriginal community through the advancement of social justice ,education, health, housing, aboriginal affairs, home ownership initiatives, and to reconciliation ,” he received the National Aboriginal Islander Observance Day Committee Award ( NAIDOC ) Elder of the year 2016, named the Western Australia of the Year 2015, Western Australia Aboriginal of the Year 2015, the Perth National Aboriginal Islander Day Observance Committee Award” (NAIDOC ) 11 for Outstanding Achievement,2015, and recently was honoured by the City of Gosnells, 11 Freeman of the City of Gosnells 11• City of Perth Gold Civic Medallion award in 1984, the Order of Australia Medal in 2000, the Centenary Medal of Honour in 2003 for his services to the Community in Education, Aboriginal Health, Social Justice, Aboriginal Affairs, Housing, Local Government, Justice of the Peace, Humanitarian, and Reconciliation, and Aboriginal Home Ownership.

More recently he received an honorary doctorate from the Warnborough College University Canterbury, England in recognition of his contribution to Aboriginal Affairs and Education in Western Australia.

Dr Isaacs was previously a Senior Policy Advisor to Minister for Aboriginal Affairs and Minister for Housing and became the first Aboriginal person elected to local government as a Councillor and Deputy Mayor for the City of Gosnells.

DR Isaacs has received many other awards including the Multicultural Community Services Ambassadors award in 2008, Aboriginal of the year 2000, and many more. He is the Chairman of the Australia Day Council of Western Australia the first person to hold this high office and has held a number of key positions on different committees and government boards.

Past President of the Aboriginal Medical Service, Chairman of the Clontarf Aboriginal Education College board of management, Chairman of the Aboriginal Lands Trust, Chairman of the Aboriginal Housing Board and administrator , Chairman of Reconciliation WA, Chairman of Stolen Generation, Chairman of Marr Mooditji Aboriginal health Workers College,and founding member of the Aboriginal Service Dental Clinic, and Aboriginal Interpreter service, he is an Executive member of the Western Australia Aboriginal Advisory Council to advised the State Government on Aboriginal Affairs .

Board member of Celebrate WA, appointed Board member and director of the Noongar Mia- Mia housing association, appointed as Deputy Chairperson to the Advisory Board of the Constitutional Centre of Western Australia.

DR Isaacs is passionate about building a genuine respectful and reciprocal relationship between Aboriginal and non -Aboriginal people and believes this to be the way forward in sharing better outcomes for Aboriginal and Torres Strait Islander people.
